  1. Essential health benefits: Ignoring affordability issues when designing the essential health benefits package could force millions to purchase coverage they do not need, want, or are able to afford.
  2. Age rating compression: ACA limits age rating band to a 3:1 ratio, starting 1/1/14, causing an overnight increase in premiums for younger individuals that live in states with broader age bands.
  3. Health insurance tax: A new $100 billion federal tax on health insurance premiums could add on average at least 2-3% to the cost of coverage starting in 2014.
  4. Broad participation in the market: Experts agree broad participation in the health care system is needed to create a well-functioning affordable marketplace for consumers.
  5. Rising medical costs: there needs to be a much greater focus on the prices that are being charged for medical services, driven in part by the acceleration of provider consolidation across the country.
